The Republic of Moldova accumulated 58 points out of 100, ranking lower than Georgia (73) and Romania (86), but higher than Ukraine (38), according to the Energy Transparency Index for 2023, conducted for the 3 Eastern Partnership countries. The energy transparency index refers to the natural gas and electricity markets and was calculated based on 124 indicators (117 applicable to the Republic of Moldova), characterizing the availability, accessibility, usability, and completeness of the information to be made public, according to with EU and OECD legislation and best practices. Given the specificity of the indicator and the methodology of research, only publicly available information was operated.
This international edition is the 3rd comprehensive comparative study that aims to continue international comparisons and track progress since previous editions. This edition focuses on energy transparency in Moldova, Ukraine, and Georgia—countries that are most advanced in European integration among Eastern Partnership nations—and compares their progress to the 2020 international edition of the Index. Additionally, the study includes Romania, an EU member state, as a benchmark for Energy Community countries.
Experts from WatchDog.md, in collaboration with partners from Ukraine, Georgia, and Romania, developed the assessment, which indicates minimal progress since previous reports. The energy sector continues to face challenges related to market concentration, competition levels, and the reporting of financial, management, and corporate governance information.
