More than half of Moldova\u2019s renewable energy producers could go bankrupt if the authorities do not revise their support measures.<\/span><\/p>\n

The energy crisis of recent years and the support measures approved by the government have accelerated investment in green energy. As a result, the capacity of renewable energy plants has exceeded 1,044 MW and can cover the entire country\u2019s energy consumption. . At the same time, this rapid development has also had some adverse effects: during the day, renewable sources produce more energy than we can consume. To prevent energy waste, investments in energy storage batteries are needed.<\/span><\/p>\n

Only 44% of renewable energy producers benefit from government support measures. These measures provide for a fixed price for 15 years and require the government to purchase all the energy produced, regardless of the time of day.\u00a0<\/span><\/p>\n

The support mechanism provides incentives for installed capacity rather than for the energy produced, which creates inefficiencies \u2013 eligible producers are encouraged to generate energy even when the grids are congested. As a result, renewable energy production increases during the day, creating a surplus that cannot be stored due to a lack of batteries. In such situations, some producers must be temporarily disconnected from the grid, and the government is required to pay them compensation for the energy not produced. This compensation is subsequently factored into the electricity tariffs for end consumers.<\/span><\/p>\n

However, 56% of renewable energy producers do not benefit from this support mechanism. During the day, when there is a surplus of energy, they are disconnected and receive no compensation whatsoever. Exports are very limited due to a lack of interconnections. As a result, these producers\u2019 revenues have fallen substantially, and they are falling behind on their loan repayments. More than 580 MW of renewable energy capacity\u2014representing investments totaling approximately 300 million euros \u2013 is at risk of bankruptcy. Their bankruptcy will weaken Moldova\u2019s energy security and increase dependence on energy imports from Romania, which is also facing a deficit and very high prices.<\/span><\/p>\n

The problem can be solved. Investments are needed in storage batteries, which can take over the surplus energy produced during the day and deliver energy in the morning and evening, when consumption increases. To attract investment, the state must provide certainty that producers will be able to sell the energy produced, and the price will be sufficient to recover the investments. Also, the support measures should discourage generation during periods of excess energy in the grid and increase supply during peak hours.\u00a0<\/span><\/p>\n

Authorities must review support measures for renewable sources and organize energy procurement auctions based on a delivery schedule for hourly intervals. These measures will force renewable producers to store energy produced during the day and deliver more energy during peak consumption periods \u2013 in the morning and evening, benefiting in return from a predictable price.<\/span><\/p>\n
